Drying soils can be detrimental to plants. As moisture is reduced there is less water available for plant growth. Soil health deteriorates as the diversity and population of soil microbiology decreases.
So why compost?

Increasing the organic matter of soil in dry times helps retain any available water and reduces runoff from irrigation or rain.
